Dominick A. Potena, Ed. D, Board President

Dr. Dominick Potena is an adjunct professor at Fairleigh Dickinson University and serves as a mentor for superintendents throughout the State of New Jersey. Potena has more than 44 years of experience in education as a teacher and administrator. He was the Superintendent of Schools for the Margate City School District from 1982 to 2009, and was named the New Jersey Superintendent of the Year in 2009.

Potena is a member of the American Association of School Administrators. He has also served as an officer and member on committees of the New Jersey Association of Schools Administrators. He has also been an active member of the Atlantic County Association of School Administrators and the New Jersey Association of Federal Program Administrators.

Potena earned his Doctorate in Educational Leadership from Nova University, a Master of Education from Trenton State College, and a Bachelor of Arts from West Virginia University.


Marlene Frayne

Marlene Frayne is the Administrator to the Chairman of the Firm at Prudent Management Associates, a private wealth management firm located in Philadelphia. Frayne is responsible for a wide range of tasks, including creating ads and brochures, managing the company’s website, and coordinating client events.

She worked at Aramark for 10 years prior to joining Prudent Management Associates.

Ms. Frayne is a graduate of Peirce Junior College.


Douglas Groff

Douglas Groff most recently was Superintendent of Schools in Galloway Township, NJ, from 2000 to 2010, when he retired. While there, he reorganized the administrative structure of the district to better serve students, staff, and parents. During his tenure he opened a new middle school and two full-day kindergarten learning centers.

He served as an Assistant Commissioner for the Division of Executive Services in the New Jersey Department of Education. Groff also served as the Burlington County Superintendent of Schools as well as Coordinating County Superintendent of Schools for the Southern New Jersey Region. He currently teaches an educational leadership internship course at Stockton University.

Groff earned his Master’s Degree in Educational Administration/Supervision from Rutgers University and his Master’s Degree in Education from Trenton State College.


Matthew Heinle

Matthew Heinle is an Associate at American Continental Group, a consulting and government relations firm in Washington, D.C. His prior professional experience includes working for the Pennsylvania Courts of Common Pleas, as well as a major regional healthcare system.

Mr. Heinle holds a Bachelor of Arts degree from the George Washington University and a Juris Doctorate from the Villanova University School of Law.

Mr. Heinle also provides legal services to the wrongfully convicted through the Pennsylvania Innocence Project and is a member of the Pennsylvania National Guard.


Dr. Kenneth D. King

Kenneth King was the Assistant Superintendent for Human Resource Services, East Orange School District from 1972 until he retired in September, 2009.  He was a high school teacher and an elementary/middle/high school principal in the District. He is an adjunct instructor in the Educational Leadership Program at Kean University. 

Dr. King is a consultant to Superintendents of Schools and to New Jersey Boards of Education on matters of personnel and labor relations.  He provides professional development programs for administrators, in the areas of staffing, personnel relations and other areas of mandated training.  He is a state-certified mentor for Superintendents and Assistant Superintendents of Schools in New Jersey.

Dr. King received his B.S. from Rider University and his M.A. and Ed. D. degrees from Teachers College, Columbia University.


Peter Seltzer

Peter Seltzer has been an insurance broker since 1985 and has been an agent at his company, Seltzer and Associates, since 2005. He previously worked at Haas & Wilkerson Insurance and has extensive experience in commercial real estate, including multi-generational coverage of educational institutions and charter schools.

From 1995 to 2001, Seltzer served on the Chester City Council, where he directly oversaw public safety programs and city finances. He is also an active Rotarian and serves on the board of Friends of Chester Community Charter School, which oversees facilities and real estate for Chester Community Charter School.

Seltzer is a graduate of Spring Garden College.


Kimberly Vaughan

Kimberly Vaughan is currently employed as an Operational Excellence Specialist at Cooper University Hospital in Camden. Vaughan is a Nurse Leader responsible for leading strategic and tactical cross-functional six sigma and process/service improvement projects in healthcare and organizational operations. Vaughan works with executive leadership to create and implement a Six Sigma strategy for the organization.  Additional responsibilities include mentoring and teaching Six Sigma methodologies for LSS certification.  She also worked as a Clinical Educator in Perioperative and Surgical Services.

Vaughan has 30 years of nursing experience and is a dual certified Lean Six Sigma Black Belt. She is a member of American Society for Quality and serves on Cooper’s Knowledge and Innovations Council and Professional Recognition Council.

Vaughan earned a Master of Nursing Education Degree at Thomas Edison University and a Bachelor’s Degree in Nursing from Thomas Jefferson University Hospital in Philadelphia.
